In a recorded phone call from jail, Brown told his sister Tracey that he believed \u201cforeign materials\u201d were implanted in his brain, claiming they controlled his actions. \u201cI don\u2019t even know the lady. I never said one word to her. That\u2019s scary, ain\u2019t it?\u201d he said, blaming the mysterious \u201cmaterials\u201d for his behavior.<\/p>\n\n\n\n
Tracey said her brother had been crying out for help for years and criticized the mental health system for failing him. \u201cHe was high risk and not safe for society. Now an innocent woman is gone,\u201d she said, adding that he had been seeking treatment but was repeatedly turned away.<\/p>\n\n\n\n
