In June 2025, Kelsey Fitzsimmons, a North Andover police officer on administrative leave, was shot by a fellow officer while being served a restraining order at her home. The order had been filed by her fiancé, firefighter Justin Aylaian, who alleged abuse and expressed concerns for their infant’s safety. The shooting occurred during what authorities described as an “armed confrontation,” though details remain unclear.
Fitzsimmons, recently cleared to return to work after treatment for postpartum depression, was hospitalized in stable condition. She had previously surrendered her service weapon but had her license reinstated in June.
The incident is under investigation by state police and the Essex DA’s office. The officer involved has over 20 years of service and has not been publicly identified.
The case sparked online debate, especially around the lack of body cameras within NAPD and why three officers were needed to serve one restraining order. Many questioned the department’s transparency and protocols.
