Police Seize 21 Children from California

Silvia Zhang and Guojun Xuan, a Southern California couple, are under investigation after authorities seized 21 children, most born via surrogacy, from their Arcadia home. The case began when a 2-month-old baby was hospitalized with head injuries, allegedly caused by a nanny caught on video shaking the child.

The couple reportedly misled surrogate mothers—including Kayla Elliott—by claiming infertility and a desire to expand their family. In reality, they had set up a surrogacy business (Mark Surrogacy Investment LLC) and had at least 21 children, many living in unsafe, overcrowded conditions.Surrogates believed the babies would be raised in loving homes. Instead, they discovered neglect, abuse, and signs of a potential child trafficking scheme. One surrogate’s baby, whom she believed had gone abroad, was actually left with a nanny.Zhang and Xuan face felony child endangerment and neglect charges. Both were released on $500,000 bail. The children are now in protective custody as the FBI and local authorities investigate the broader implications of unregulated surrogacy and potential exploitation.
