Suspect in Killing of 23-Year-Old Ukrainian Refugee Shares His Motive in Jail Call to Sister

On a late-summer afternoon in Charlotte, a young Ukrainian refugee’s dream of safety in America came to a heartbreaking end.

Declaros Brown, 34, who has a history of severe schizophrenia, is accused of taking the life of 23-year-old Iryna Zarutska at a light rail station. In a recorded phone call from jail, Brown told his sister Tracey that he believed “foreign materials” were implanted in his brain, claiming they controlled his actions. “I don’t even know the lady. I never said one word to her. That’s scary, ain’t it?” he said, blaming the mysterious “materials” for his behavior.

Tracey said her brother had been crying out for help for years and criticized the mental health system for failing him. “He was high risk and not safe for society. Now an innocent woman is gone,” she said, adding that he had been seeking treatment but was repeatedly turned away.

Surveillance footage showed Iryna sitting quietly with headphones on while Brown sat behind her. Investigators confirmed there was no interaction between them before the sudden attack. Passengers rushed to help her as police quickly detained Brown when the train stopped.

Authorities later confirmed Brown has a long history of criminal and mental health issues. He now faces first-degree murder charges and has been banned from using the city’s transit system.

Charlotte Mayor Vi Lyles called the tragedy a “senseless loss,” while President Donald Trump condemned it as “horrible.”

Iryna and her family had fled Ukraine in 2022, seeking peace and a fresh start. Instead, their journey ended in grief, leaving a city and two families devastated.
