Kentucky Trooper Hayden Phillips Was Making a Routine Traffic Stop When Everything Changed

Kentucky State Police Trooper Hayden Phillips, a 28-year-old three-year veteran assigned to Post 3 in Bowling Green, was conducting what appeared to be a routine traffic stop on northbound Interstate 65 in Warren County on September 28 when the situation turned deadly. Phillips had stopped a Honda driven by 51-year-old Emonnie Branch Sr. because of expired temporary tags. As the trooper approached the passenger side, two shots were fired, and the Honda fled. Authorities quickly issued a statewide Blue Alert for the vehicle, eventually confirming that Phillips had been fatally shot. Investigators tracked Branch using cellphone location data and vehicle-recognition technology before officers spotted the Honda on Dixie Highway in Louisville. An LMPD officer used a Grappler device to disable the vehicle, and Branch surrendered around 6 p.m. KSP troopers notably placed him in the handcuffs that had belonged to Phillips. Branch was later charged with murder of a first responder and a peace officer and denied bail. Authorities said he was already on probation for a securities-fraud conviction and was wanted for an alleged probation violation.

Beyond the badge, Phillips was a husband and father of three young boys, and his death devastated his family and colleagues. His wife, Jordan Phillips, shared an emotional tribute, remembering her husband as her best friend and describing the pain of learning about his death through Facebook. She also recalled celebrating his upcoming 29th birthday early with their children, saying he was someone who was easy to celebrate. Jordan asked others to share stories and memories so their sons would always know the man their father was. Kentucky officials, fellow officers, lawmakers, and members of the community also paid tribute to Phillips, while KSP Commissioner Phillip Burnett Jr. vowed that the department would pursue justice and honor his memory. Funeral arrangements were set for October 3 and 4 in Bowling Green, with visitation at Living Hope Baptist Church and the funeral at E.A. Diddle Arena. For his family and the Kentucky State Police, Unit 369 will forever represent a trooper whose ordinary traffic stop ended in an unimaginable loss.
