Presidents Prepare to Gather at Ground Zero — One Expected Absence Is Drawing Attention

Thousands of names will echo across the 9/11 Memorial plaza when America marks the 25th anniversary of the September 11 attacks. A seventh will honor those who later lost their lives to related illnesses. Nearly 100 million Americans are now too young to remember that morning personally. At Ground Zero, however, the focus will remain firmly on the victims and their families.

The ceremony follows a firm tradition established in 2012: elected officials may attend, but they cannot deliver speeches. Political leaders from opposing parties stand together silently while relatives read the names of loved ones. The rule protects the deeply personal gathering from campaign messages and partisan arguments. This year, that boundary reportedly influenced a decision that will leave one conspicuous space in the presidential gathering.

Former Presidents Bill Clinton, George W. Bush, Barack Obama, and Joe Biden are expected to attend, alongside Hillary Clinton, Laura Bush, and former New York City Mayor Rudolph Giuliani. Many families present will carry memories involving an estate, mortgage, insurance claim, court proceeding, investment account, or attorney consultation that followed an unimaginable personal loss. The ceremony gives those private stories greater importance than any political figure. President Donald Trump, however, is reportedly not expected in Manhattan after expressing interest in speaking, according to people familiar with the discussions cited by The Times. Memorial organizers apparently declined to change their longstanding no-speech policy, despite advance visits by Trump’s team and earlier indications that he might attend.

The White House has not directly confirmed Trump’s full schedule, but spokeswoman Anna Kelly said he would remember those lost, support their loved ones, and honor the first responders who risked their lives. He is now expected to commemorate the anniversary at the Pentagon, another site struck on September 11, 2001. That appearance would place the sitting president at a location of profound national significance while his four living predecessors gather in New York. Yet the ceremony’s strongest message will come from neither a podium nor a presidential arrival. It will come from the families reading 2,983 names—one by one—where the towers once stood.
